I can answer your question about the flaws that you mentioned having recently exploded a cylinder wall from my Cleveland. They are indeed rods that are used in the casting process to hold the halves of the mold together and when they are done casting, the foundry cuts the rods off and they deck the blocks. The result is the "flaw" that you see on the decks on both sides...nothing to worry about. I would show you some pictures of this, but I'm having some trouble with my old software that won't let me download them. In the future when I get this corrected, I'll post them.
